On February 12th Viginum, the French foreign-disinformation watchdog, announced it had detected preparations for a large disinformation campaign in France, Germany, Poland and other European countries, tied in part to the second anniversary of Vladimir Putin’s invasion of Ukraine and the elections to the European Parliament in June.
Viginum said it has identified a network of almost two hundred websites that it claims are controlled by a single (unidentified) Russian organization. Many of the websites were created years ago and have largely been dormant, but over fifty have been created since the Russian invasion of Ukraine in 2022. Viginum said that it believes the network is being redied as a platform to spread disinformation to undermine support for Ukraine in Europe and promote pro Russian right wing candidates in the upcoming elections for the European Parliament.
Last November the French foreign ministry denounced what it said was a Russian effort to stoke intercommunal strife by using agents to spray paint Star of David graffiti in Paris neighbourhoods, then distributing photos of the graffiti through the propaganda website Reliable Recent News (formerly Reliable Russian News, known colloquially in the EU as “Doppelgänger”). RRN has a history of cloning legitimate websites to promote false narratives, including one instance last June in which it cloned the French foreign ministry website and posted a false statement about France introducing a 1.5% "security tax" to fund military aid to Ukraine.
Viginum also said it has discovered a network consisting of 1095 bots on X (formerly Twitter), and which has published 2589 posts, that it claims is controlled by RRN.
In December the Washington Post published an article alleging that Russia is orchestrating a campaign to undermine support for Ukraine in France, citing Russian government documents it had seen and interviews with European security officials and right wing political figures. It had previously reported on a similar effort directed at Germany, which attempted to coordinate German far left and far right activists.
